"Joint EC/DFID Country Strategy for Sierra Leone- we want your views!

DFID Sierra Leone is building a new stronger relationship with the European Commission (EC) in the context of the Paris Declaration and a stronger drive on overall donor harmonisation. Together, DFID is working with Government of Sierra Leone to develop a new country strategy which supports the Poverty Reduction Strategy published last year.

The Joint Country Strategy (JCS) builds on the 10 year Memorandum of Understanding signed between the Secretary of State and the Government of Sierra Leone in 2002. The MoU will continue in force and provide the framework for continued broader HMG engagement, particularly ongoing security sector reform.

Over the last six months DFID SL has worked closely with Government, local stakeholders and the EC on the development of the strategy. The draft Joint Country Strategy <http://www.dfid.gov.uk/consultations/sierra-leone-cs.pdf>(133 kb) represents the results of their efforts and in-country consultations. The Sierra Leone team is grateful for the comments and inputs that many colleagues have already provided to date and have taken them into account in drawing up this draft. The main feature is a refocusing of DFID's programme to give greater priority to delivery of basic services and economic growth, whilst building on the gains in the governance and security sectors.

How can you help?

  • On Chapters 2 and 3, DFID would particularly welcome comments on:
  • Is the analysis broad enough, sufficiently detailed, and reasonable?
  • Are the lessons and challenges identified appropriate? Are there any obvious gaps?
  • On the EC/DFID response strategy in chapter 4 of the document, DFID would particularly like to hear:
  • Do their proposed responses address the challenges raised?
  • Is there anything they should be doing more - or less - of?

For ease of access, I have attached the relevant documents to this e-mail:
